Pluralist and structural-functional models had previously conceptualized the state primarily as a political arena within which competing social groups pursued their respective interests. Marxist analyses, on the other hand, tended to regard states as instruments of class domination, shaped by the forces of class struggles. "8 Seen as autonomous actors, states then become an object of theoretical interest not simply in themselves, but rather in terms of their interactions with other political actors, namely the societies within which they exist.

As a result not only peasants, but also the swelling urban populations of Africa, have remained "uncaptured" by Islam in the politics of state-society relations 25 state initiatives. 43 Notably in the economic realm African populations have increasingly managed to escape state efforts at control; parallel ("black") markets are widespread throughout the continent and sometimes far more vibrant and active than official markets. 45 Almost without exception, however, such efforts have failed, at least in part subverted by societal responses.

It is, in addition, ethnically and religiously mixed, with all of the major Senegalese ethnic groups and Sufi orders represented there. At the same time, the town is in no way noteworthy as a center of religious learning or practice. It is thus more representative of religious practice in Senegal as a whole than are any of the centers of the various Sufi orders. Most importantly, Fatick in 1989 was still in the process of accommodating an increased state presence following its elevation to capital of a new region in 1984.
